The operation cost throughput maximum when the limiter is working.

 

Remarks

If limited workflow elements are too slow or blocked on other limits than this operation costs, the unused or    remaining workflow costs will be aggregated higher and higher.    This configuration property allows to limit the cost aggregation so that the available costs can't rise over a    certain level. This avoids massive peaks after some throttling is relaxed.
